The WebSVN section was taken down temporarily due to vulnerabilities that were publicly announced today. Though notified of the issues more than a month ago, the developers of WebSVN have not patched the vulnerabilities. It will be back online once there is a patch available for WebSVN. You can still an SVN client such as TortoiseSVN to access the repository.
