UT '99 chat logging

I've added support for chat logging in UT '99 and added support for separate chat log files. The changes are currently in the SVN repository awaiting further testing.

On a related note I've created a UT '99 mutator to capture chat to a separate log file. This is currently available in the downloads section.

I should point out that neither the Advanced Chat Log System (ACLS) nor the Lin/Win Server Chat Logging mutators will work with UTStatsDB due to the format of the logs. In these the chat lines are stored using the actual time, not the relative game time per the regular logs, and only player names are listed as opposed to their connect IDs. This makes them very impractical to use, thus the reason I wrote a new chat logger.
