Can I Run UTStats in offline mode?

I'm interested if it is available to instal UTStatsDB to run it only in offline mode in instant action of ut2004? Do I need to follow the rules in readme file or there is another installation guide? Do Ihave to instal Mysql and other stuff?
I used to run OlStats v 3.00 in offline mode in ut2004
I have downloaded UTStatsDB v3.02
I'm running Windows Xp SP2
I don't have any PHP servers, Mysql or database.

If I recall, it is possible to save logs using the OLStats mutator version, but UTStatsDB is designed to work with PHP and a web server. OLStats does have the ability to generate its own web pages, but I don't know if it does this when playing instant action. You'll find support for OLStats at http://www.apartment167.com.
